The two kingdoms doctrine is a Protestant Christian doctrine that teaches that God is the ruler of the whole world and that he rules in two ways. The doctrine is held by Lutherans and represents the view of some Calvinists.
John Calvin significantly modified Martin Luther's original two kingdoms doctrine and certain neo-Calvinists have adopted a different view known as transformationalism. But there is no empire on earth which rules all of humanity, so the inherent lack of power in power itself confers unhappiness on those with power.
Philosophy begins Part VI of Book III with the admonition, "Fame, in fact, is a shameful thing, and so often deceptive." She argues that nothing is more shameful than unjust fame. In Luther wrote a nice little piece called “Temporal Authority, To What Extent It Should Be Obeyed.” It’s published in Luther’s Works volume 45 (pages ).
You can pick this up from CPH for just under $ here. (I might have found a copy searching online.) Anyhow, here are the quotations that caught my attention. In these days, so full of brutal lust for power and of the deification of the State often according to a feignedly Christian concept, there is a very special need that we should see the true purpose of God concerning temporal power.

This is why Augustine sets the City of God in opposition to the earthly city: they are defined and animated by fundamentally different loves. So the earthly city should not be confused with the merely “temporal” city or the material world. The king’s scepter represents his earthly power, the symbol of majesty, the focus of royal authority.
But mercy is higher than the scepter. It’s enthroned in the hearts of kings, a quality of God himself. Kingly power seems most like God’s power when the king mixes mercy with justice.

“Christianity set itself the goal of fulfilling man’s unattainable desires, but for that very reason ignored his attainable desires. By promising man eternal life, it deprived him of temporal life, by teaching him to trust in God’s help it took away his trust in his own powers; by giving him faith in a better life in heaven, it destroyed his faith in a better life on earth and his.
Book V, Chap. By what virtues the ancient Romans merited that the true God, although they did not worship him, should enlarge their empire.
Wherefore let us go on to consider what virtues of the Romans they were which the true God, in whose power are also the kingdoms of the earth, condescended to help in order to raise the empire, and also for what reason He did so.
Temporal blessings are incomplete and never without a measure of sorrow and suffering. (Marriage and children are both a blessing, but neither is without its trials and suffering.) Temporal blessings are not to be measured so much in terms of material prosperity, physical health, or the absence of pain, as in the enjoyment of God’s presence.

Genesis, the first book of the Bible says that God created the universe in six days.
1 By examining all the passages of the Bible that describe the creation of the universe, one can conclude that the six days of creation are six periods of time or ages that God created the universe, the earth, and life on it. Water is never sitting still. Thanks to the water cycle, our planet's water supply is constantly moving from one place to another and from one form to another.
The book presents human history as a conflict between what Augustine calls the Earthly City (often colloquially referred to as the City of Man, but never by Augustine) and the City of God, a conflict that is destined to end in victory for the latter.
The City of God is marked by people who forego earthly pleasure to dedicate themselves to the. temporal 1 (tĕm′pər-əl, tĕm′prəl) adj.
